In September 1990, a collaborative project, Citizenship 2000, was set up between the Department of Welsh, University of Wales, College of Cardiff and the European Bureau for Lesser Used Languages, Dublin. It was established in accordance with the general principles set out in the Resolution of the Council and the Ministers of Education meeting within the Council on the European Dimension in Education of 24 May 1988 (88/C177/02) and in the Council of Europe's Recommendation 1111 (1989) on the European dimension of education, both of which emphasise the development of mutual understanding between the peoples of Europe, through the study of languages, history and civilisation.
The project adhered to the European Commission's Guidelines on Education and Training for the medium term 1989-1992, which stressed the important role of the European dimension in education and the significance of promoting respect for the various education and cultural traditions within the Community. The main objective of this book is to create a medium term plan and curricular guidelines for the lesser used language communities of Europe.
